DEVELOPMENT REVIEW PROCESS AND SITE DEVELOPMENT STANDARDS


For the Brooktrails Township Special Review District

Dear Interested Property Owner:

Welcome to Brooktrails! Prior to any grading, tree cutting or construction within the Brooktrails Township Special Review District, your proposed development plan must be approved by the District and Mendocino County Planning & Building Services.

On February 28,2003 the California Department of Health Services, Drinking Water Field Operations Division (DHS) issued a compliance order to Brooktrails Township CSD prohibiting further water service connections beyond its existing 1,451 connections. Availability of water services is determined by the California Department of Health, Drinking Water Operations Branch. Availability of sewer and fire services is determined by the District. Additionally, upon completion of construction, the District must give a final clearance before a permanent water connection is installed.

As part of adopting a Specific Plan for Brooktrails, the Mendocino County Board of Supervisors established the Development Review Process for the Brooktrails Township. Our staff and District Architect will be evaluating your proposal based upon these standards. Finally, we have attached a summary of these requirements and other water, sewer, and fire utilities regulations of the District.

1. County of Mendocino Development Review Process for the Brooktrails Township
Purpose: Sec. 20.232.010
The Board of Supervisors of the County of Mendocino finds and declares that development conditions are unique in Brooktrails Township Community Services District where the mixture of small parcel sizes and steep wooded terrain results in the need for intensive development review.

2. Specific Plan Chapter 10.2 Site Development Standards pages 10-31 through 10-46 in the "Packet"
These Site Development Standards are set in consonance with the Zoning Ordinance of Mendocino County (See link above)

3. Odinance No. 121
AN ORDINANCE AMENDING ORDINANCE NO. 76 (Known as the "Utilitie Code") TO REVISE CHAPTER III, ARTICLE 4, SECTION 3-404 TO REQUIRE A SEWER BACKFLOW PREVENTION DEVICE IN ALL NEW CONSTRUCTION,AND TO ADD THE DEFINITION OF "READY TO PROCEED" TO ARTICLE 2 OF CHAPTER IV
