Brooktrails is involved in numerous important water projects to address the moratorium. The projects will conserve current water supply and create more supply and storage. For details on these projects, go to the Newsletters from Btcsd section.
For those who would like to read the actual Compliance Order which imposed the moratorium, this was issued by the State Department of Health Services, Drinking Water Field Operations, on February 28, 2003. This can be found by clicking through to Page 2 above.
Many people ask if there is a waiting list for connections that will be used to establish priority for a connection once and if the moratorium is lifted, partially or in full. One section of the District Utilities Ordinance (Ord. 76) established such a procedure, and this is provided on Page 3 above.
To get on the waiting list, you submit your building plans for your lot to the Brooktrails District Architect for approval, just as if a moratorium were not in effect. You pay your fee (currently $279.78) and the District Architect reviews, modifies and approves your plans. (You can't, however, process your plans with the County or get a water connection as long as the moratorium continues.) We keep a record of the date each application is submitted, and that will be the order of priority for connections once and if connections become available. If this happens, the people on the "waiting list" will be notified that they must pay their connection fee, begin their approval procedure with the County and get ready for construction.
Certain things about this process are very important to note:
- There is no guarantee you will ever be able to build, and there is no refund of
the Architect's review fee. This process is done at your own risk. Also,
should you fail to proceed within the time allowed when new connections
do become available, it is likely you will lose your place in line.
- While the fee to connect water and sewer currently totals $9,767.00, you will
need to pay whatever connection fee is in effect at the time you are
contacted. The District will lay out millions of dollars for water projects
in the next few years, and connection fees will probably be increased and
become more comparable to those paid in other parts of California.
- When and if a certain number of new connections are allowed, the waiting list
will be notified. You must be ready to proceed upon notification. You will have to pay your water connection fee immediately, and possibly re-check your plans for any code changes since they were reviewed. Please be aware
that it is likely that whatever time period for action is allowed at that time,
your chances for extending that time will be low, given that there may well
be more people on the waiting list than available connections.
