The Board of Directors of Brooktrails Township Community Services District met in special session on December 27, 2001 at 7:00 p.m. in Brooktrails Community Center.

Roll call showed the following Directors present: Monteleone, Orth and Skezas. Also present were General Manager Chapman and District Counsel Neary. Directors Pohlson, and Venturi were absent.

1. CONSIDERATION AND APPROVAL OF REBUTTAL TO ARGUMENT AGAINST TAX. General Manager Chapman asked that the last paragraph of the draft rebuttal be struck. All Directors present, as well as District Counsel Neary, agreed.
General Manager Chapman briefly explained the changes that had occurred in the Fire Department since the passage of the tax in 1981, specifically in personnel and equipment, noting the increased costs of equipment and the need to set aside sufficient reserves for capital replacement.
Robert Melluish, District Water Operator IV and resident of Casteel Drive, pointed out that the fire tax does increase with growth and urged the Board to manage the revenues properly.
Nicole McKinnon, daughter of a volunteer fire fighter, suggested the rebuttal mention the fire abatement program, the need for a full-time Fire Prevention Officer, and the tact that the 3/4 time Secretary was scheduled to be laid off.
Jack Bothwell, of Buckeye Road, pointed out that the need for the tax increase is based on the continuance of the abatement program, and voiced concern about the current deficit in the Fire Fund.
Marcel Dube, of AzaIe Street, voiced concern about existing staffing and financial mismanagement.
Ned McKinnon, Captain with the Fire Department., provided a brief explanation of the training exercises conducted outside of the District.
Director Orth pointed out that two area fire districts folding because of insufficient funds.
Robert Melluish stated his opinion that the amount of work required at the fire department did not justify an additional full-time employee. He suggested that the Board concentrate on establishing an annual maintenance program between local contractors and property owners.
Director of Emergency Services, Daryl Schoeppner, came Forward and pointed out the need for additional funds to provide up-to-date equipment, protective clothing, radio systems, training manuals and other capital items.
Note: Director Pohlson arrived at 7:30 p.m.
Moving on to the text of the rebuttal, President Skezas voiced concern about the word limit for the document. Director Orth pointed out that the draft rebuttal contained 230 words. District Counsel Neary suggested that the text shown in bold be a separate paragraph, and offered suggestions of deletions that could be made, if necessary to meet the limit. Director Orth moved to approve the rebuttal as modified, and to authorize the President and General Manager to sign-off on the final version of the document, if minor changes were needed to meet the word limit. Director Monteleone seconded the motion, and the vote was taken as follows:

ABSENT: Directors: Venturi
ABSTAIN: Directors: Pohlson
