A. PLEDGE OF ALLEGIANCE
The Presiding Officer will lead Board members and the audience in the Pledge of Allegiance.

B. ROLL CALL
The Presiding Officer will call the meeting to order and call the roll of members to determine the presence of a quorum.

C. ADDITIONS/ADJUSTMENTS TO THE AGENDA
The Presiding Officer will determine if Board members wish to add an item or make an adjustment to the agenda.

D. MINUTES OF PREVIOUS MEETINGS
1. The Board will approve, or amend and approve, the minutes of previous meetings, including:

E. SPECIAL PRESENTATION
None

F. PUBLIC HEARING
Consideration of Resolution 2004-9 fixing Water Availability Charge for FY 2004-2005; Resolution would fix the Water Availability Charge at $30 for non-metered parcels; $5 for metered parcels; (no changes proposed) and set a public hearing date for June 22, 2004 on the report containing a list of all parcels subject to the water availability charge for FY 2004-2005.

G. PUBLIC COMMENTS
Audience members will be invited to speak regarding matters not on the Agenda. The Board cannot act on items brought up at this time. Speakers may be limited to five minutes.

H. CONSENT CALENDAR ( 5 minutes)
2. Review of Accounts Payable report and authorization to issue checks.
I. ACTION AGENDA
3. Further discussion to finalize Golf Course Proposal by Ron Runberg (30 minutes)

4. Further consideration of CFIP Grant and budget for Greenbelt Management Plan (5 minutes)

5. Adopt Resolution 2004-9 Establishing Water Availability Charges for Fiscal Year 2004/2005, and set a second public hearing for June 22, 2004 ( 5 minutes)

6. Reintroduction of Draft Ordinance 124 Amending Sections of Ordinance No. 93 and schedule public hearing for May 11, 2004 ( 5 minutes)

7. Introduction of Ordinance 125 repealing Ordinance No 120 and adopting the Sewer Standby Charge for FY 2004-2005. Proposal is to set a public hearing to adopt the Ordinance at the May 11, 2004 meeting. (10 minutes)

8. Discussion of potential fire tax measure for August 31, 2004. (20 minutes)

  • Selection of Auditor for FY 2003-2004 with possible 3-year agreement

The District has adopted Section 1094.6 of the Code of Civil Procedure, which generally limits to 90 days the time within which decisions of the District's Board and agencies may be judicially challenged in state court.
