A. PLEDGE OF ALLEGIANCE

The Presiding Officer will lead Board members and the audience in the Pledge of Allegiance

B. ROLL CALL

The Presiding Officer will call the meeting to order and call the roll of members to determine the presence of a quorum.

C. ADDITIONS/ADJUSTMENTS TO THE AGENDA

The Presiding Officer will determine if Board members wish to add an item or make an adjustment to the Agenda.

D. PUBLIC COMMENTS

Audience members will be invited to speak regarding matters not on the Agenda, the Board cannot act on items brought up at this time; speakers may be limited to five minutes.

E. CONSENT CALENDAR (5 minutes)
1. Review of Accounts Payable report and authorization to issue checks.

F. ACTION AGENDA

2. Report from General Manager on meeting with Department of Health, Drinking Water Division. The General Manager will provide a verbal report on his 02/27/03 meeting with State officials regarding the report from T.M. Herman & Associates on the District's water storage system. This may include a discussion of Water Availability Charges. (30 minutes)

3. Development of Goals and Objectives for up-coming year. (30 minutes)

4. Review of Brown Act Limitations (20 minutes)

5. Review Powers of the District and other Limitations (20 minutes)

6. Annual Review of Board Policies, Procedures and Relationships (Ord No 93).
(30 minutes)
G. SPECIAL REPORTS

General Manager will report on significant activities within the District including but not limited to the following:

i. Significant Correspondence received since last meeting
ii. Personnel
iii. Finance
iv. Planning
v. Possible upcoming agenda items 03/11/2003
  • Review of Annual Reconciliation of Charges for Sewer by the City of Willits
  • Fire Department Annual Report
  • Review of Fire Dept S.O.P.
  • Report on Fire Dept remuneration
  • Budget Adjustment for Fiscal Year 2002/2003 to cover the cost of an EIR for lake dredging
  • Receive and file minutes of December Safety Committee Meeting
vi. Other

NOTE: RIGHT OF APPEAL. Persons who are dissatisfied with decisions of the Board of Directors may have the right to review of that decision by a state court. The District has adopted Section 1094.6 of the Code of Civil Procedure which generally limits to 90 days the time within which decisions of the District's Board and agencies may be judicially challenged in state court.
