LENA ASHLEY, WILLITS BYPASS PROJECT COORDINATOR will be present to discuss the proposed Highway 101 Willits Bypass.
DOUG ELLINGER, COUNTY OF MENDOCINO, DEPARTMENT OF TRANSPORTATION will be present to discuss the Brooktrails Second Access road.

2. Review of Accounts Payable report and authorization to issue checks.
3. Consideration of a Resolution accepting grant deed for one donated lot on Lilac Road from Kathleen Pilcher Dice.
J. ACTION AGENDA
4. Consideration of a letter to Cher Daniels, CalTrans, recommending that CalTrans continue to study the feasibility of the Modified J1T Alternative for the Highway 101 Willits Bypass. ( 5 minutes)
5. Review of revised Water Conservation and Leak Reduction Program. This is follow up from the meeting of July 8, 2003, in response to Compliance Order 02-03-03CO-002 issued to BTCSD on February 28, 2003 by the State of California Department of Health Services. Proposal is to review and comment, and schedule the introduction of an Ordinance amending Ordinance No. 76 to add this policy as Chapter V of the District's Utilities Code. (40 minutes)
6. Consideration of a Resolution authorizing the submission of a loan application, the incurring of an indebtedness, the execution of a loan agreement and any amendments thereto, a promissory note, and any other documents necessary to secure a loan from Rural Community Assistance Corporation (RCAC) for the purpose of developing wells.
(20 minutes)
7. Consideration of Resolution establishing a policy to prohibit parking in the District complex parking lot for longer than 72 hours. (10 minutes)

The District has adopted Section 1094.6 of the Code of Civil Procedure which generally limits to 90 days the time within which decisions of the District's Board and agencies may be judicially challenged in state court.
