A. PLEDGE OF ALLEGIANCE

The Presiding Officer will lead Board members and the audience in the Pledge of Allegiance.

B. ROLL CALL

The Presiding Officer will call the meeting to order and call the roll of members to determine the presence of a quorum.

C. ADDITIONS/ADJUSTMENTS TO THE AGENDA

The Presiding Officer will determine if Board members wish to add an item or make an adjustment to the Agenda.

D. MINUTES OF PREVIOUS MEETINGS
1. The Board will approve or amend and approve, the minutes of previous meetings, including:
March 1, 2003

E. SPECIAL PRESENTATION

None

F. PUBLIC HEARING - PURSUANT TO WATER CODE § 350
2. The Board will hold a public hearing to determine whether a water shortage emergency exists. This is in response to a water supply and consumption study dated February 2003, and Compliance Order No. 02-03-03CO-002 which was served upon the District by the State of California Department of Health, prohibiting further connections to its Water System. Bruce Burton, Engineer, State of California, Department of Health Services will be present to answer questions.
G. PUBLIC COMMENTS

Audience members will be invited to speak regarding matters not on the Agenda, the Board cannot act on items brought up at this time; speakers may be limited to five minutes.

H. CONSENT CALENDAR ( 5 minutes)
3. Review of Accounts Payable report and authorization to issue checks.

4. Adoption of Goals and Objectives for Fiscal Year 2003/2004. This is follow up from the meeting of March 1, 2003.

I. ACTION AGENDA
5. Consideration of Notice of Intention to fix Water Availability Charge for Fiscal Year 2003-2004, and scheduling a public hearing for April 22, 2003. (30 minutes)

6. Discussion of Sewer Standby Charges for Fiscal Year 2003/2004, and the provisions of Ordinance No. 104. Proposal is to review Ordinance No. 104, and, if appropriate, introduce Ordinance No. 120, an Ordinance amending Ordinance No. 104 to revise Section 1, fixing the annual Sewer Standby Charges for each forthcoming fiscal year as of March 1st of each calendar year, and to set a public hearing for April 22, 2003. At the meeting of April 22nd, the Board will adopt the Ordinance and consider a resolution prescribing Sewer Standby Charge for Fiscal Year 2003-2004. (20 minutes)

7. Report on use of above-ground water storage tanks by private property owners. Proposal is to discuss parameters and/or limitations and give direction to staff.
(20 minutes)

8. Preliminary discussion of possible Fire Tax ballot measure for November 4, 2003 election. (15 minutes)


J. SPECIAL REPORTS

General Manager will report on significant activities within the District including but not limited to the following:
i. Significant Correspondence received since last meeting:

Letter from the County of Mendocino regarding fees for collection of taxes and assessments
Department of Transportation speed limit study and conclusion

ii. Personnel

iii. Finance

The General Manager will hand out the preliminary Draft Budget for F/Y 2003/2004
for discussion at the April 19, 2003 special meeting.

Report from Director Orth on CalTrans PDT Committee meeting scheduled for April 10th.

  • PUBLIC HEARING - Adopt Resolution fixing Water Availability Charge, and set a public hearing for June 23, 2003
  • PUBLIC HEARING - Adopt Ordinance 120
  • Adopt a Resolution Prescribing Sewer Standby Charge for Fiscal Year 2003-2004, and scheduling a public hearing for June 23, 2003.
  • Set public hearings for June 10th & June 23rd on water, sewer & golf rates and fees
  • Set a public hearing on Budget for June 10th
  • Review summer fire abatement hand-out
  • Further consideration of establishing a Planning Advisory Committee
  • Consideration of the General Manager's recommendations for fund transfers
  • Discussion of County of Mendocino's request to amend contract for collection of special assessments
