A. PLEDGE OF ALLEGIANCE
The Presiding Officer will lead Board members and the audience in the Pledge of Allegiance.


B. ROLL CALL
The Presiding Officer will call the meeting to order and call the roll of members to determine the presence of a quorum.


C. SEATING OF NEW MEMBERS
Seating and welcome to new Board member Ed Horrick.


D. ADDITIONS/ADJUSTMENTS TO THE AGENDA
The Presiding Officer will determine if Board members wish to add an item or make an adjustment to the Agenda.


E. MINUTES OF PREVIOUS MEETINGS
1. The Board will approve or amend and approve, the minutes of previous meetings, including: April 23, 2002

H. PUBLIC COMMENTS
Audience members will be invited to speak regarding matters not on the Agenda, the Board cannot act on items brought up at this time; speakers may be limited to five minutes.


I. CONSENT CALENDAR
2 Review of Accounts Payable report and authorization to issue checks. ( 1 minute)


J. ACTION AGENDA
3. Consideration of a Resolution authorizing the General Manager and the Director of Emergency Services to enter into agreements with the California Department of Forestry and Fire Protection for a Fuels Management Program. (10minutes)

4. Review of the District's Vegetation Management Standards, and consideration of revising those standards to comply with standards equal to those used by CDF.
(30 minutes)

5. Consideration of revising present policy governing the use of volunteers for the maintenance of District trails. The Board will evaluate and possibly revise the current policy based upon comments from the District's Workers Compensation Insurance Carrier. (20 minutes)

6. Release of District Counsel Neary's opinion and Board approval of membership in the California Statewide Communities Development Authority (CSCDA) and authorizing the President to sign the Amended and Restated Joint Exercise of Powers Agreement. This is a requirement for participation in the TRAN notes financing program. (15 minutes)

7. Review Chapter 2 of the Specific Plan. (20 minutes)

Acceptance of donated lot from Lucia Bianchi
Acceptance of donated lot from William and Margery Weir
Consideration of a request by Ralph Vanneman for refund of hazard abatement expense
Finalize agreement for financing through Tax Revenue Anticipation Notes (TRAN)
Review Chapters 1 and 11 of Specific Plan

The District has adopted Section 1094.6 of the Code of Civil Procedure which generally limits to 90 days the time within which decisions of the District's Board and agencies may be judicially challenged in state court.
