A. PLEDGE OF ALLEGIANCE
The Presiding Officer will lead Board members and the audience in the Pledge of Allegiance.


B. ROLL CALL
The Presiding Officer will call the meeting to order and call the roll of members to determine the presence of a quorum.


C. ADDITIONS/ADJUSTMENTS TO THE AGENDA
The Presiding Officer will determine if Board members wish to add an item or make an adjustment to the Agenda.


D. MINUTES OF PREVIOUS MEETINGS
1. The Board will approve or amend and approve, the minutes of previous meetings, including:
October 9, 2001

E. SPECIAL PRESENTATION
Robert Hubik, CPA will present the annual audit for the Fiscal Year ended
June 30, 2001 and the related management letter.


F. PUBLIC HEARING
None


G. PUBLIC COMMENTS
Audience members will be invited to speak regarding matters not on the Agenda, the Board cannot act on items brought up at this time; speakers may be limited to five minutes.


H. ACTION AGENDA
2. Annual Report on use and operation of District Ambulance. The Director of Emergency Services will present his report on the use of the ambulance for the last Fiscal Year, and the Board will review its existing policy for the use of the District Ambulance.

3. Quarterly Report on Use of District Ambulance. The Director of Emergency Services will present his report on the use of the ambulance for the first three months of the current Fiscal Year, July 1, 2001 through September 30, 2001.

4. Discussion of emergency repair necessary to bring District ambulance vehicle back into operational status. Staff seeks Board authorization or denial prior to expenditure, as Fire Fund is currently in a deficit situation.

5. Consideration of a proposed Ordinance determining and providing for adoption of revised tax for Fire Protection and Prevention, pursuant to Government Code Section 53978, and scheduling a Public Hearing for November 13th.

6. Consideration of a Resolution declaring a public nuisance because of illegal grading on certain private parcels within the District.

7. Release of confidential opinion from District Counsel concerning Board members married to District employees.

8. Response letter to the Willits News regarding letter from writer Andy Romano. The subject matter was emergency access to Brooktrails Township.

9. Rails to trails letter. This letter will be handed out at the meeting by the Board President.

I. SPECIAL REPORTS
General Manager will report on significant activities within the District including but not limited to the following:

Update from County on under-grounding of utilities

NOTE: RIGHT OF APPEAL. Persons who are dissatisfied with decisions of the Board of Directors may have the right to review of that decision by a state court. The District has adopted Section 1094.6 of the Code of Civil Procedure which generally limits to 90 days the time within which decisions of the District's Board and agencies may be judicially challenged in state court.
